Problems with slow London, UK - CCP14/Daresbury Laboratory, UK Internet Links (October 2000)

Feedback has been received by people having problems trying to browse the CCP14 website and download software from academic sites in London, UK - especially on Friday afternoons where high TCP-IP packet loss has been occurring. The CCP14 server is based at Daresbury Laboratory (near Manchester). In the past, transfer speeds have routinely surpassed 200 to 500kB per second from the CCP14 server at Daresbury to London and other parts of the UK.

The unofficial word on the street is there are "still" problems with the London MAN/Academic Internet infrastructure. These problems are supposedly recognised and fixes are meant to be in progress by those managing the London MAN (repeating from the response given in July 2000).

Diagnosis by looking at the connectivity between London and other parts of the UK may give the impression that the problem is at the Daresbury Laboratory end of the network. However, according to those claiming to be in the know; testing of the London MAN links can be misleading as the results can be specific to a specific set of routers on the London Man. (i.e., different routers connect London to different parts of the JANET network)

Note: The CCP14 Web and FTP server (at time of writing, October 2000), is an SGI O2 running IRIX 6.5.x OS; Apache 1.3.14 open source webserver and Proftpd 1.2.0rc2-CVS open source FTP Deamon). The server is physically located right near the external link from Daresbury Laboratory to the Internet and is thus not affected by any internal Laboratory network congestion that may occassionally occur. Thus speed problems for downloads are usually due to external network difficulties beyond the Daresbury Laboratory.

If you have consistent speed difficulties with the CCP14 site from within the UK, please feel free to E-mail these problems to the CCP14. These will be investigated to find out where the problems are. Before doing this, try checking with your local network support to see if there are local network problems that could be slowing down your transfers. (Some ac.uk academic departments and domains are not connected to the internet on very fast links).

Though relatively recently, reported transfer speeds have been slowing down to where transfers proceed at less then 50 Kb per second; and users at some sites may have been lucky to get above 10kB per second.
